Management Committee Under 20 Proposal
Under 20 on 1 July 2016
Season 2016.2017


• That meaningful and competitive rugby is provided for the Under 20 Age Group.
• That competitions are provided to ensure as far as is possible that teams are playing against opposition that ensures a competitive contest.
• That score lines like 50-0 are avoided.
That teams are entered who can play on a regular basis throughout the season to ensure that players are playing circa 20 meaningful games in the season.
• That the default day for games is Saturday afternoon. However floodlit rugby is to be encouraged and games between particular clubs by agreement can be rescheduled well in advance for that weekend window.
• That teams can field even if the club’s UBL team is playing on the same day.
• That the Age Limit is Under 20 on 1 July 2016.
• That this format will be adopted on a one year trial basis.


• That Clubs are circulated seeking their intention to enter a team according to the aforementioned objectives.
• That two x one day blitzes are organised in September/October, one in the north and one in the south with each club participating in both blitzes.
• North and South Leagues and/or friendlies can be organised over free August and September weekends.
Failure to play in both blitzes will be an indication that a club is not in a position to participate in regular Under 20 rugby and that club should then be accommodated in Age Grade to Adult (AGTA) events.
• The competition will be organised and managed by the current Fixtures Committee – Mick Goggin, Johnny King and Eugene Ryan.


• Suggested dates for the blitzes are Sunday 25 September and Sunday 2 October. The blitzes are fixed for Sundays to avoid the Munster v Edinburgh game in Thomond Park on Saturday 24 September at 1500 and Munster v Zebre in Thomond Park on Saturday 1 October at 1700.
• Venues for the blitzes should have 2 adjacent pitches.
• The positioning of teams in leagues going forward would depend on their collective performance over the two blitz days.
• The First Division (Donal Walsh) will comprise of no more than 8 teams and will begin on Saturday 8 October. This could be less depending on the number of initial entries. League Games will be contested on a home and away basis.
A Second Division will also begin on 8 October.
• Alternatively clubs could participate in AGTA events.
